Ralph C. Whitley - Backflow Prevention - Ideas and Responses to the Deepwater Horizon Oil Spill

Dr. Garrity and Hooshang Boostani Waste Management:

It is my understanding today via a Tampa Tribune Article that when the BP OIL starts coming into our bay that WASTE MANAGEMENT is not required to follow Florida State Statutes Chapter 62 Section 770 or anything thus they can place the containers and plastic bags into any of several LAND FILL AREAS they have set aside then BURY it .   How could this contamination of our water sources plus underground water supplies be allowed to occur under Florida Law and Federal Guidelines for OIL SPILL/DISPERSANT CONTAMINATION PLUS CLOTHING REMOVABLE CONTAMINATED ?

My understanding was one gallon of oil from BP will contaminate 250,000 gallons of fresh water in any stream, bay, underground aquifer, well or worse shut down all fresh water made by the City or County let alone the DESAL plant on U.S. 41 South of Tampa.   As a State Certified Plumbing Contractor CFC032631 we are required by FEDERAL LAW, STATE LAW and EPA OR DEP to collect all spill in dirt or soil, let alone beach sand and water, then place same in special numbered containers to be collected, security mandatory as it is removed to a special conveyor over a furnace so that the oil, gasoline and dispersants are burned away and the barrels cleaned then returned to collection or dispersal areas to be used over and over and over.  Such barrel costs were somewhere around $250.00 per small barrel which was perhaps 30 gallons MAX capacity.  The Clothing with disposable rubber or cloth plus masks and even special rubberized booties and gloves must be burned or sealed forever in those barrels not to be stored over 60 days total time.

What Federal and State laws will BP start violating not training these people working on this spill and not properly disposing of all of the gallons upon gallons of oil and dispersant in Florida alone.

Ralph

You really want something SUPER SCARY FOLKS….?

ONE GALLON OF OIL CONTAMINATES 250,000 GALLONS OF FRESH WATER IN ANY SOURCE ?

Tampa Tribune today reported Waste Management and other firms are sending untrained people to pick up oil and tar balls plus scoop up oil and residue all over the GULF and guess WHAT ?

WASTE MANAGEMENT HAS SPECIAL LAND FILLS TO PUT THE ITEMS BELIEVED A CRIMINAL ACT AND AGAINST FEDERAL LAWS !

NO FEDERAL OR STATE LAWS ON DISPOSING OF OIL AND DISPERSANT RESIDUE PLUS CONTAMINATED CLOTHING IS IN PLACE.   THEY DUMP IT IN LAND FILLS TO GO WHERE WHEN IT RAINS ?

BYE BYE FRESH UNCONTAMINATED WATER, RIVERS, STREAMS…….. IT IS A FELONY TO DO SUCH BUT BP IS HIRING PEOPLE BY THE TENS OF THOUSANDS, PROVIDING SUMMER WORK AND CONTAMINATING EVERYTHING THEY TOUCH.     WHEN WILL THE LAWS OF THE UNITED STATES AND STATES KICK IN TO PROTECT “WE THE PEOPLE OF THE UNITED STATES OF AMERICA?”

CALL YOUR ELECTED OFFICIALS AND FIND OUT WHY THIS NATIONAL DISASTER WILL RUIN ALL WATER SOURCES KNOWN TO MAN !!!!   Bury it on the Whitehouse property ?   U.S. Secret Service will never allow the WASTE MANAGEMENT TRUCKS TO GO THROUGH THE GATE, DIG HOLES AND BURY SAME !   Why here in Florida and GULF COAST Governors?

Ralph

Gee....Wonder how it will be for all of FLORIDA once BP hires cleanup crews and security............Fla.Stat.Chapter 62-770 and many more perhaps applies ?

Does America have enough sealable 55 gallon drums to collect ALL of this material and dispose of it by burning ?

Ralph

Ladies and Gentlemen:

MAYDAY SEVENTEEN SAND/DIRT/CONTAMINATED WORKER PROTECTIVE CLOTHING/BOOTS AND OIL MUST NOT BE IN PLASTIC BAGS IN LANDFILLS WITH CHEMICAL DISPERSANTS

I am not too sure that those hundreds of thousands of pounds of tar balls, chemicals and oil itself being collected by thousands of people plus ships or vessels, are NOT going to be handled improperly and taken to landfills to contaminate the drinking water or underground wells in ALL STATES along the Gulf Coast and up perhaps the East Coast and ISLANDS SOUTH of Florida.

As a State of Florida Certified Plumbing Contractor CFCO032631 with Backflow Prevention, Inc., Tampa, Florida, I can tell you that when a Contractor comes in contact with any SPILL ON SAND OR DIRT the entire spill contents plus soil or dirt are loaded into special SEAL TOP CONTAINERS, STACKED ON THE GROUND, SURVEYED AND MARKED, PLACED ON TRUCKS AND TAKEN TO AN INCINERATOR WHERE THE SOIL OR SAND IS BURNED AND DEPOSITED ON THE GROUND AS CLEAN SOIL….ALL WITH EPA SPECS.

Should this OIL and DISPERSANT MIX be placed into plastic bags and wind up in a landfill ALL could be in real trouble as the wells might stop working with filters clogged with OIL.  Same for DESALINATION PLANTS, WATER UTILITIES, IRRIGATION LINES, FIRE LINES USING WELL WATER…ETC.    Please verify immediately that the THOUSANDS UPON THOUSANDS OF POUNDS OF OIL, SAND, DIRT, SEA GRASS MIXTURE ARE GOING TO BE PROCESSED PROPERLY AND UNDER NO CIRCUMSTANCES BEING PLACED INTO ANY LANDFILL OR OTHER LOCATION WHERE SUCH COULD LEECH INTO THE GROUNDWATER .

Florida State Statutes Chapter 62 Section 770 plus the FDEP and other agency publications clearly indicate that EVEN BP must follow NATIONAL GUIDELINES and I fear this BP CLEANUP WILL NOT EVEN BEGIN TO ISSUE PROPER SEALED BARRELS 55 GALLON MARKED HIGH VISIBILITY YELLOW WITH MATERIAL COLLECTED AND THOSE BARRELS TAKEN TO SPECIAL PROCESSING BURN STATIONS TO RECOVER THE SAND OR DIRT INVOLVED AFTER BURNING THE MATERIALS.   I ask Governor Crist and Governor Jindal plus ALL OFFICIALS to insure that not one plastic bag container finds it’s way into a landfill or dump for any reason as the specific protection methods of burning the contents of those hundreds of thousands of special sealed 55 gallon drums must be enforced under Florida and Federal Guidelines that may not be waived by BP or any Sub Contractors or Contractors involved.  ALL disposable clothing must be collected and treated as PETROLEUM CONTAMINATED MATERIAL, into special numbered containers and burned immediately.  Such would mean a GIANT WAREHOUSE OR OPEN LAND AREA GUARDED MUST HOUSE THE BARRELS ALL NUMBERED AND TRACKED UNTIL TAKEN TO INCINERATORS AND FED THROUGH THOSE BURNING AREAS FOR SOIL/SAND RETRIEVAL.

MAYDAY SEVENTEEN SAND/DIRT/CONTAMINATED WORKER PROTECTIVE CLOTHING/BOOTS AND OIL MUST NOT BE IN PLASTIC BAGS IN LANDFILLS WITH CHEMICAL DISPERSANTS

Not sure what they are DOING as suggestions have been made to stop leaks in 8 hours still allowing pulling off gas and oil.  SILLY IDEA FROM AN OLD MAN giving recommendations made to use flange machined surface to seal and stop leak….maybe they are going to use same with the BRANKO R. BABIC Counter Pressure Plug with FLOW THROUGH PIPE idea provided with their SPIFFY SLEEVE MACHINED if they have enough weight on same to keep it down with the increased pressure AND they have full 21 inch Riser with shutoff and flanges toward attachments of FLOTATION GE RISER PIPE to the Gulf Surface or top.

I just finished sending a suggestion to get the OIL AND GAS flowing through special hookup with for TOP KILL OR WHATEVER THEY CALL IT. As no one would share the BOP manual so we are not sure but there may be MORE areas which could release pressure, oil and gas to the TOP thus flexible pipe and shutoffs with flanges would allow MORE AND MORE to be pulled off until the top hat area pressure may be a trickle.

Should take some force off of the riser and BOP top section !  Maybe they will and maybe they will not !   Branko R. Babic COUNTER PRESSURE PLUG could shut off the flow if jammed into the BOP FLANGE AREA even with the riser…but that may split their ideas in half.  Who knows.  Brad had the best idea using a REAMER to take the riser pipe flush with the FLANGE…then insert a tapered PLUG HYDRAULICALLY SEALING.  But BP would lose the ability to get OIL OR GAS except through TOP KILL LINES !

Not sure but those lines must be 6 inches as they refused to use LEAD BALLS size of baseballs or even larger to stop the leak earlier with their JUNK SHOT of rubber items which would SQUEEZE THROUGH with the pressure when steel or lead would not do anything but seal.  A wye would collect 12 inches or more perhaps with flange to one 12 inch wye then the other 6 inch would be attached to another wye with shutoffs to go to the surface…..Riser 21 inches or 21 inches after the wye….optional Venturi Principle would cause super pressure flow into larger pipe perhaps but that is for the experts and why we recommended immediately six inches via wye to 21 inch pipe.

I congratulate the BP people who could perhaps get the EXACT measurements for the BOP FLANGE TOP SECTION to make the seal using an idea to place a section of perhaps 2 or 3 inch seal on flange top to match up but hopefully THEY remember the weight or PSI issues.

Thank you Captain Sisson USCG.  Hope Admiral Thad Allen forgives this old Navy man for believing he was retired and wearing that coveted USCG uniform improperly.   Second time I have messed up with an Admiral. Once in 1959 or 1960 and again in 2010.

Ralph

Ladies and Gentlemen:

I certainly OWE Admiral Thad Allen USCG a sincere APOLOGY for indicating HE was making a serious mistake wearing the Uniform of a USCG Admiral under RETIREMENT.   When anyone makes such a mistake they need to really do some checking as ADMIRAL THAD ALLEN IS STILL ACTIVE DUTY UNTIL PERHAPS JULY 2010 AND I HOPE THE PRESIDENT EXTENDS HIS MANDATORY RETIREMENT FOR THIS EMERGENCY.   My apology Admiral Allen.     Second mistake made as the first was as a Radioman Seaman parking Rear Admiral D.C. Varian’s TWO staff cars up under the main entrance to COMMINELANT HEADQUARTERS and seriously ROLLING UP ALL WINDOWS TOTALLY SECURED….when unknown to the Squid RMSN the Eye would go over his Headquarters SHATTERING THE WINDOWS but Read Admiral Varian only asked IF I had rolled the windows UP tight when they exploded and he called his wife to come from his quarters to get him in the private vehicle as SHE left the windows cracked to compensate for the change in pressure.    MY COMMENTS WRONG ABOUT YOUR BEING RETIRED IS MY SECOND SERIOUS MISTAKE !  Sorry !

NOW FOR A POSSIBLE RELEASE OF THE PRESSURE TO THE TOP OF THE BOP.

I noticed that FOUR areas allow perhaps putting Mud and Cement inside the BOP to the shaft.  My concern is that some of the PRESSURE AND OIL PLUS GAS can be drawn away from the BOP Riser by use of the FOUR LINES joined with shutoffs and piping even into double WYE connections into one large pipe to the surface through those TOP KILL lines thus reducing the pressure on the BOP RISER and making less of a spill.   SOMEONE PLEASE CHECK WHY THIS WOULD NOT WORK UNLESS YOU HAVE CHECK VALVES ON THE AREAS CONCERNED !

I believe those lines are either 6 inch or better for super mud and cement pressurized flows. Why no one used the lead balls or even steel balls from the bottom to clog up the riser when it was bent over was a question no one could answer.  I did notice that the three leaks initially meant bent riser then two small leaks….same use of drawing oil and gas off of the riser inside the bop might allow less pressure at the top IMHO !

Dear  Ralph,

Thank you for your email.

Yes of course there is technology that can be used to staunch the flow of escaping oil in the Gulf of Mexico but we do not have access to precise details of the installation so any suggestions we make, can only be guesswork. The technology I patented to contain the carnage inflicted  on Kuwaiti, will do the job just as well 5000 feet below the sea as it will at ground level so any of the Counter Pressure Plugs will do the capping.

You asked about the use of the “Friction Plug” patent and in this case, the Counter Pressure Plug (CPP) is heavy because of the steel mass it is made off. The design for the plug diameter takes into account the internal diameter of the pipe carrying oil from the reservoir. The total weight of the friction plug is controlled by calculating the weight of the plug with relation to its length.

The diameter of the plug is just smaller than the internal diameter of the riser but the CPP  needs to be lowered to well below any fractures in that pipe. Ideally, I thought they might lower it to above the point at which the new intersecting drilling entries are to be made. The cable lowering the plug is then secured above the see bed and cut off. The remaining section of the pipe up to the sea bed is filled with concrete and allowed to set. In damage below ground level, the facility is beyond repair and can only be permanently sealed.

I do not believe that the riser is damaged below ground level and ideally, the well head could be reinstated for continued use but, we do not have the details and it is not possible to obtain a straight answer from anyone!?

All this talk of the pressures being so high that nothing can contain the spewing oil is nonsense. The oil is spewing out because the reservoir is sealed by the impervious rock strata and when drilled, the contents are at their highest pressure. The installation was working perfectly well until the incident which means that the engineers that established the well, had done their work properly and the well was delivering oil. As the contents of that reservoir are depleted, the pressure must DROP ie it is lower today than when they opened the reservoir up initially. The installation contained that initial pressure so any repairs, would contain it again. A lot of miss information is being banded about!

Kindest regards,

Branko R Babic.

Inventor, damaged Kuwaiti oil well containment technology.

Ladies and Gentlemen:

Someone is obviously missing the implications of using techniques for sealing flange surfaces on this BOP deep in the GULF as the Flange on the TOP of the riser has sufficient flat contact surface with machining to totally SEAL OFF THE BOP TOP FLANGE and not one drop of oil will come out into the Gulf.  Branko R. Babic Counter Pressure Plug with weights, flow through pipe and especially the GATE VALVE weights female flange to match up with GE FLOTATION PIPE MALE FLANGE and there is ONLY ONE HITCH.  The GE PIPE must have another flange to flange connection with a shutoff to allow same to be sent down 5,000 FEET of FLOTATION PIPE 21 inches to accept the flow.  Right now BP forgot about the horizontal CUT in the riser just before the FLANGE which prevents sealing on Top Hat 4.

REMEMBER THAT FOLKS ?  DIAMOND CUTTER GOT STUCK BECAUSE NO ONE
TOLD OPERATOR TO SET UP ON THE SECTION ABOVE THE BOLT AND WASHER
TO THE LEFT WHERE THE STRESS WOULD BE MINIMAL AND HAVING A CRANE
HOLD UP ON THE PIPE STRESSED TO ALLOW A FLUSH CUT.....BOY SCOUTS ?
SAWING UNDERNEATH LIMB BETWEEN SCOUT AND TREE....WILL JAM !  TOP HAT
# 4 WAS A FAILURE BECAUSE IT TRIED TO TAKE 21 INCH FLOW REDUCED TO 6
INCHES FLOW PLUS FUNNEL WITH NO 20,000 COUNTER WEIGHT AND LEAK TO
FLANGE BY CUT NEAR FLANGE.

GET THE EXACT MEASUREMENTS OF THE FLANGE AND USE BRANKO R. BABIC
COUNTER PRESSURE PLUG IN FLANGE WITH WEIGHTS 20,000 POUNDS, SHUTOFF
AND FLANGE TO SURFACE.....ONLY ATTACH TO GE FLOTATION PIPE WITH FLANGE
AND IT WILL RUN FOR YEARS WITHOUT A LEAK --- UNLESS THE BOP FALLS OVER !

REMEMBER ---- 21 INCH CANNOT BE REDUCED TO 6 INCH WITH SUCCESS TO SEAL
ALL FLOW.....32 INCHES MACHINED SURFACE WITH WEIGHTS OVER FLANGE NOW \
WILL BE NECESSARY OR YOU SIMPLY REPLACE THE FLANGE WITH SHUTOFF AND
OPEN FEMALE FLANGE FOR HOOKUP TO GE PIPE.....Babic Invention Cost $20,000.00 !
BP DAMAGE PAYMENTS WILL EXCEED $750 MILLION OR MORE.......

Which would you Choose?  Remember 042310 this well leak could have been stopped
IN 8 HOURS FLAT !

What BP does with the OIL and GAS is their problem but barges must be standing bye to receive this oil and some method of burning off the GAS must be there or they will kill many of the Vessel Operators and staff unless it is burned off.  ALL vessels should have extra OXYGEN BOTTLES with masks and tubing standing bye in case the darned LIGHTED section is extinguished for any reason and that gas displaces ALL oxygen.  METHANE ALARM should sound like we use in our construction industry inside and outside.   Cheaper than feeding CANARY at each station...... :-}

Brad:  A little help please with this illustration from a 70 year old man without any ability to draw anything and we do not have a template to make the items look right:  CAMERON will have to give the exact measurements for a replacement flange with riser with shutoff with flange for GE Riser Flotation Pipe soon with FEDERAL INTERVENTION asking for Measurements and BOP MANUAL PERHAPS IN PDF FOR THAT PARTICULAR UNIT....SOMEONE IS MISSING THE PLAN C, PLAN D, PLAN E believed clearly indicated in the MANUAL.  UNCLE will have to make it clear that NO MORE STANDING UP 8 STORY BOP'S AND ALL MUST BE LYING ON I-BEAMS WITH WAYS TO SHUT OFF CASING WITH GATE VALVES, TEES WITH ALL PORTS WITH GATE VALVES, 90 DEGREE ELLS COMING UP TOWARD SURFACE THROUGH SHUTOFFS TO FLANGES WHICH CAN ALLOW REMOVING THE BOP AND PUTTING IN ANOTHER 178 TON TOY SHUTOFF.

UNCLE MUST ALSO DEMAND ALL SHUTOFF ELECTRIC TO BATTERIES BE TAKEN UP TO SURFACE BATTERY CHARGES SOLAR AND HYDRAULIC FLUID MUST HAVE CHECK VALVES TO STOP LOSS IN ANY FUTURE ACCIDENTS PLUS ALL PIPING WITH RISERS FULL OF OIL MUST BE FLOTATION PROTECTED TO ALLOW NO PRESSURE ON ANYTHING FOR 5,000 FEET WITH OIL AND GAS.   TOP OF THE TEE should have a shutoff with special flange cover having ability to force mud, concrete or even a DRILL deep into the casing but especially I refer all to the Branko R. Babic FRICTION PLUG which can be dropped into a 18,000 foot well casing should a blowout below occur to seal the well casing !   Hint...Hint !

I anticipated flange being perhaps 36 inches across with 32 inches surface to accept the CUT some 6 inches
AWAY with a funnel to 32 inches riser then reduced to 21 inches.  Weight would hold it secured to flange TOP.

Bolts should be indicated going through 3 inch steel machined with threads to seal on the SECOND BOP FLANGE.
Distance from 12 inch seal to bottom might only be six inches as it must only go over the second flange with
HOLES THREADED AND SUPER THICK BOLTS IN SAME LOCKING DOWN ON THE FLANGE SURFACE which might
Really be 6 inches thick machined steel.   UNTIL CAMERON RELEASES THE MEASUREMENTS or finds a flange I
Can only guess and hope you or Branko R. Babic can make this SLEEVE MACHINED LOOK CORRECT for the members
USCG and their Experts from Uncle.

When this OIL SPILL hits the Islands South and East where they all depend on DESAL WATER....better have a few BILLION DOLLARS ON STOCK WITH THE BOTTLED WATER COMPANIES !  People will really appreciate NO ONE PROVIDING THE EXACT MEASUREMENTS OF THE CAMERON BOP FLANGE AS REQUESTED OR BOP MANUAL WITH EMERGENCY METHODS TO CLOSE THE BOP DOWN USING ONE OF SIX STEPS !

Even Cameron should know right off the top of their head the flange that is needed.

Ralph the problem is not the design or finding the right part. I am sure you could call Cameroon and they could lead you to what you need for flanges and valves.

The problem is in getting BP to listen and apply the fix…

Subject: RE: QUESTION - WATER HAMMER

It is apparent that we cannot close the flow of oil from the bop because of the compromised well casing.

So we need to attach a new flange, valve and 21 inch riser to a drill ship above.

Brad / Ralph....

consider the mass of oil ...moving 'up' the bore hole ....up to surface to BOP....

that is moving at a velocity.  Like a train full of cars...filled with oil tanker rail cars....

to try to cap that....you have not only absolute 'pressure'....but if you try to stop the flow....that moving mass (fast) is going to create water hammer and blow out the fix.....

it needs to be progressively restricted to get flow rate down...so that when they cap it...water hammer does not fracture the pipe assy with 2nd blowout....

or is that not correct?  We installed HUGE CONCRETE BLOCKS to absorb 'water hammer' hit....if water mains to Braun had to be shut down.

so...for that reason....is what im thinking.

now...in your plumbing experience...is the above a credible concern...as regards what method to use...to stop flow?

let me know when you get a chance please....

Steve

STUDY THE SOLAR STILL TECHNIQUES AND RECOVERY OF RAIN WATER ----- DESAL PLANTS WILL GO DOWN !   1 GALLON OF OIL TAKES OUT 1 MILLION GALLONS OF SEA WATER !

BUY STOCK IN BOTTLES WATER AND DISTILLED WATER UNITS !   ALL SHIPS MAY NOT USE DESAL THEY ONLY CAN DISTILL PROVIDED WATER IS DEEP AND CLEAN !

HOW MANY REAL GALLONS ARE FLOWING 51 DAYS !

CORRECTION:  I first started screaming about this spill and possible solutions on 042310.  Several USCG Officers including   Captain M.J. Sisson, USCG, Lt. Shannon T. Frobel and several Others via E-Mail or TELEPHONE have called me concerning the many suggestions and warnings we had provided from Mayday One through Mayday Fifteen and in between.

Just received a telephone call from a USCG Petty Officer Zachary A. Zubricki who copied Lt. Erik Halvorson USCG where via telephone Zubricki desired to know what specific USCG OFFICERS I had communicated with on ideas submitted to the Joint Task Force group.  In that several Lieutenants and one perhaps Higher ranking Officer O-6 Captain Sisson from the USCG sent me messages or called via telephone in which we responded direct to CGrdcDeepwaterHorizon@uscg.mil with emergency messages and solutions which would work I have advised Petty Officer Zubricki I would find the messages and attempt to see WHICH ONE he is referring to in this National Disaster in the Gulf which could still be SEALED OR STOPPED WITH RECOVERY OF 21 INCHES OF RISER IN ABOUT 8 HOURS FLAT.

Accordingly, I have sent this message with a CORRECTION since I mentioned I first started talking with Government Officials on 042610 which should have been corrected with this message I sent out in 042310 at 8:27 PM Eastern.

Do advise me Petty Officer Zubricki and Lt. Halvorson WHICH specific message and communication with WHAT OFFICER USCG you are referring to as we have them on two computers and there are more than three hours work to find same.   As a Decorated American Veteran with USN and USAR service I am willing to assist in any way in all investigations but I need more specific information.  I have clearly reported a suspected FELONY CRIMINAL ACT involving not only Criminal Negligence to the Federal Bureau of Investigation as is required under Title 18 U.S. Code Section 2, 3, 4 and many other State and Federal Laws based totally on my observations and knowledge professionally and clearly indicating the NATIONAL DISASTER AND DEATH OF 11 MEN ON DEEPWATER HORIZON were related to inaction and actions taken by BP, Trans Ocean, Halliburton and heavens knows how many people WHO are perhaps a carry over from my experiences in 1979 with helping SOLVE IXTOC 1 problems with forcing LEAD into the casing flow which worked for PEMEX.

I suggested using LEAD BALLS and STEEL BALLS before someone CUT just above the casing which is a major problem with the Oil and Gas flowing into the GULF as nothing was submitted COVERING THAT CRUCIAL GASH plus the Top Hat 4  also resembles the SOMBRERO these  people used on IXTOC 1  failed as I know it will.  Shortly with the BP people putting in dispersants causing FIRES inside the TOP HAT 4 and explosion may occur and then the entire BOP top section will perhaps BLOW APART causing a leak you do not desire to even think about.

As stated and PROVEN already by requests to CAMERON PRESIDENT AND OTHERS INCLUDING BP the EXACT MEASUREMENTS OF THE BOP TOP TWO FLANGES would allow a SLEEVED MACHINE WELDED SURFACE KNOWN AS A SLEEVE WHICH COULD BE WEIGHTED DOWN WITH SUPER THICK 21 INCH PIPE RISER WELDED THEN SPECIAL WEIGHTS LIKE A BARBELL WEIGHT ON TOP THEN CIRCULAR WHEEL 15,000 PSI GATE VALVE THEN PIPE THEN FLANGE ALLOWING BP TO RECOVER ALL OIL AND GAS IMMEDIATELY PROVIDED FLOTATION PIPE IS USED WITH SHUTOFF’S IN PLACE AND COVER WATERPROOF FOR MALE FLANGE TO HOOK UP TO THE BRANKO R. BABIC COUNTER PRESSURE PLUG WITH FLANGE SEAL…….OR SIMPLE WAY IS GET ANOTHER FLANGE FROM EVEN CHINA VIA SUPER SONIC JET OR ANYWHERE IN THE UNITED STATES OR MAKE ONE IN 1 DAY AT ANY SUPER MACHINE SHOP/WELDING SHOP.

What we KNOW from professional experience and WELDER experience is that UNCLE can have these items made OVERNIGHT ANYWHERE ON THE PLANET then take on BLOCKS like you see in a drydock holding up a ship but smaller so the flange or even sleeve with shutoff and flange can be brought to the barge, taken high speed to the lowering rig and then the ROV’s can cut loose the flange on top of the BOP or if using the SLEEVE model simply remove TOP HAT 4 then lower the special MACHINED SLEEVE with bottom section with holes tapped for super heavy screws to HOLD SAME ON TOP OF THE SECOND FLANGE DOWN OF THE BOP WHILE THE SEAL IS MADE ON MACHINED FIRST FLANGE TOP.      I KNOW IT CAN BE DONE FOLKS !

In any event…..PO Zachary Zubricki and Lt Halvorson…..clarify which idea you need information on as we have received specific suggestions and comments from too many USCG Officers including an 0-6 which you have not identified WHICH MESSAGE ON WHAT SUGGESTION IS INVOLVED BUT LABEOC AND USCG HAVE MY MESSAGES !

MY IDEAS COST LESS THAN $20,000.00 TO SOLVE THE LEAKS AND NOW BP HAS SPENT SOME $750 MILLION WITH SUPER LEAKS MAKING THIS A NATIONAL DISASTER ?

The winds and surge will push OIL along all Coast areas depending on the release rate. Some may even come up into Tampa Bay unless same is stopped quickly.   I realize many feel the Bacteria level on faucet aerators or contamination of cold and hot water lines in schools shut down were perhaps someone else problems and not worthy of review.  Same thoughts perhaps toward failure of ONE COUNTY not to test backflow assemblies for over two full years…… The OIL SLICK POLLUTION WILL GET YOUR ATTENTION !   Better review the problem as it is coming!

Do remember how many MONTHS PEMEX could not solve the problem until they used the OLD PLUMBER II IDEA and greased lead round cannon balls to push into the flowing well piping slowing ever flow level until they could cap same !    Check it out folks !   Imagine IF the multiple casings were ON LAND then try it using salt water flow to see how to do it !

I will be attending 14 hours recert Saturday and Sunday from a Titan Course on N. Dale Mabry so my Nextel will be OFF for the class.  Call RUTH D. BUNDY at 813-286-2333 if you need me in an emergency call from 8 am to 4 pm.

EMERGENCY ATTENTION PLEASE.................

Governor Crist, President Obama plus Deepwater Executives:

In 1979 after Ixtoc 1 in Mexico started a spill we called PEMEX while employed with the Hillsborough County Hospital Authority at Tampa General Hospital where I worked as a Plumber II.  The idea we provided from home telephone was forcing LEAD into the piping and provided FREE at the request of a genius medical doctor Mason Trupp while we were at his home and he asked what I would do to solve the problem.  Dr. Mason Trupp told me how to call Red Adair and Pemex as the cost for overseas calls was minimal.

Only 140 Million Gallons of OIL hit the water but I remember the NEWS FOOTAGE of the stupid idea given to them actually working and two barges were involved plus air compressors for making a special loader to force with air pressure a ball like one loads a cannon firing multiple rounds in wartime.  Mexico NOR Pemex ever even called me back to thank us for the suggestion.  Of course we gave it to them FREE like we are telling YOU NOW FREE in this emergency problem in our Gulf. The leaking was stopped and environment saved except for some thousands of LEAD BALLS perhaps still on the floor of the ocean area near that site.

Being a Plumber II and now a State Certified Plumbing Contractor since 1984 we have forced LEAD into flowing streams of water and other items to stop the flow and AGAIN ask people to review this sound and proven method in this EMERGENCY IN OUR GULF TODAY.

In that the OIL SPILLING INTO THE WATER came from a pipe we in 1979 advised PEMEX to use LEAD forced into the piping then watched for the next week or so while special barges started making lead balls, coating them by the thousands on a barge then force feeding the same balls into a pipe which was drilled into the side under the sea bed of the well until they slowed down the flow and were able to cap same.

The GLASS forming a mushroom perhaps on the sea bed were such that it was impossible to USE HYDRAULICS to clamp on both sides of the pipe and CRUSH THEM TOGETHER above the sea bed so they had to drill a hole and force lead balls into same.  The standby plan or PLAN B was to move a larger section of piping directly OVER the well piping multiple casing then force it down like a PVC SLIP CAP over the pipe then really put the pressure on same to push it down sealing the stream.  Item which might be beneficial to Deepwater today IF the pipe is broken off above the sand line.  UNMANNED TREASURE VEHICLE might get close enough to make necessary video of the surface of the sand and protruding main piping multiple layered which would allow such an attack.

I would expect the first thoughts were like back then....IF above the water have RED ADAIR blow out the flames and stop the burning but since it was below the water line and many thousands of gallons of oil wrere coming onto the ocean surface such could not be done.  Red Adair's people were tickled beyond belief that a PLUMBER II from Tampa General Hospital had an idea for RED ADAIR if RED ADAIR was unable to blow out the ruptured and burning well.  That was why we talked with PEMEX experts direct.

Now....think of the spill area like it is outside on the ground....HOW MANY CASINGS can be crushed together with hydraulic forcing down a TOP TYPE OBJECT OF STEEL OR EVEN LEAD COATED for a direct assault with a hydraulic arm from a barge.... KEY is clamping onto the protruding pipe then moving the TOP upside down with point into center of pipe area with hydraulics.

Now...IF the problem is under the sea bed....drill a direct bore WET TAP through to the oil piping then push LEAD BALLS like cannon balls into the well by the thousands to slow down the flow until you can grab hold of the piping and either CRUSH IT TOGETHER to foil the flow of oil and gas OR SEAL SAME WITH HYDRAULIC FORCED DOWN OVER SAME SEALING THE PIPING AND STOPPING THE FLOW OF OIL.

I actually believed the wells had a deep underground WHEEL OR BALL VALVE which could be forced shut in case of a hurricane blowing off the top piping....but maybe that is only in my dreams and I am sure the State of Florida, through Governor Charlie Crist will be making such items MANDATORY for future drilling and oil sites so that in any emergency ALL CAN BE SHUT DOWN WITHOUT ANY SPILLAGE short of a Meteor Crashing on a RIG.  Sure would like to see it mandatory with special electronics to push a button and seal any piping underground temporarily in such a case as this SPILL.
